Drought can be defined as an extended period of lower than normal precipitation which in turn negatively impacts soil moisture, plants, wildlife, streams, lakes and water well levels. In response to what has been termed "the drought of record" in the 1950's, The Texas Water Development Board (TWDB) was created with a mission "To provide leadership, information, education, and support for planning, financial assistance, and outreach for the conservation and responsible development of water for Texas".
